Login Error from External User: 'request is being redirected to National Cloud'

I've set up an external user to access a vault.  The external user is getting this error: "AADSTS90038: Tenant.... request is being redirected to National Cloud 'MicrosoftOnline.com''

Does anyone have an idea what this error message means?
