Users don't have "My Views"

I just found out that our non-admin users don't have the "my views" section in the Browse area. Where do I go to make "My Views" section visible to non-admin users?

"My Views" will show up automatically when the user creates a personal view. It is not visible as long as they have not created any personal views.
