Is there a method for user/login accounts that depicts any of the account properties ie full control of the vault, see and read all vault content etc.. using the comapi?

I'm looking to pull a report of elevated priveldges at the user level with the properties depicted below, is it possible to use the comapi methods to do that? I didn't see anything past what we already talked about with the full account details but none of those properties below.
