How to use Metadata Card Configuration to modify property with state transition

Question

Hello Everyone, 
 
 I would like to know how could I modifiy properties when I go to a state. 
 When I go to a certain state, I would like to : 
 - Empty a property 
 - Copy a property to an other one 
 
 I try to use the metadata card configurations but my filter condition doesn't work. 
 I use the property state transition (ID99) :

Do you have any ideas ?

Hello, 
 Metadata card configurations are done by users own client and they are only affecting when user is modifying metadata card directly. State can also be modified via side panel (see picture) or via automatic state transitions, which does not trigger MDCC rules. 
 If you want that properties are always modified, it would be good to modify them in server side instead. For example Compliance Kit tool has "Managed Properties" -module which can make property empty or copy values.
