Is it possible to save the groups of 'Additional Conditions' created by the user in 'Search'?

It's possible for admins to prevent view creation in the user settings, so it's best to speak to your admin about this and check the settings of your user account.

I don't think so, you should see My Views at the top if you have any personal views.
