We would like to have the possibility of adding a "Browse" security level. To put it simply, the content of the document is not visible but the metadata is visible to the user.

This is not possible with a single document object in the current permission model: if you have read access to the document you can see both metadata and file contents. For specific use cases this can be worked around by maintaining two separate objects: one with the metadata and wider access rights and a related document with the file(s) and restricted access.
Obviously the user experience is not optimal with this approach since there are two objects to maintain for each logical document but it's the only way to achieve what you are asking for at the moment.
