Assignment email notification - use weekly digest instead

I did a few tests and confirmed that I could disable "Assigned To" notifications under Configuration > Advanced Vault Settings > Notifications > Built-in Rules. This disabled all individual email notifications when something is assigned to the user. I was able to create a common daily digest of anything assigned to current user.

The change impacts all users, so everyone would need to be onboard with not receiving individual assignment notifications and OK with just a weekly or daily digest email.
