Error on VaultLoginAccountOperations methods (registry key for enabling vault-specific login accounts needs to be set first)

On on-premises servers, login accounts can be managed either at the server level (default) or at the vault level.

If vault-specific login accounts have been enabled, the VaultLoginAccountOperations methods can be used. Otherwise, for server-level login accounts, you should use the corresponding methods in ServerLoginAccountOperations.

To clarify: vault-specific login accounts should only be enabled when there is a clear and justified need. In most cases, you should adapt your development approach to work with server-level login accounts instead.
