Restricting users so they can only create documents of a specific class

I'm really struggling with the permissions in general at the moment (for example, why is there a separate allow and deny check box? What if nothing is checked - does that mean the user is allowed or denied? or why are there no "create / delete" permissions that are separate to the read / edit permissions?)
I have a case where I want to be able to restrict a group of users so they can create documents, but only of one selected class. They must then have read-only access to all other documents (except the ones they've created). Another group of users can create and edit any kind of document (us admin folks).
Can anyone help?

This is one I'm struggling with as well. My first thought was to have separate classes for each department, and specify write permission only for that department - But then I realized I'd have a huge number of classes. The other option is to allow the users to set who has write permission when they save it. Needless to say, I REALLY don't like that approach. Maybe there's a way to do it with scripting... say the user selects their department, and the permissions are automatically determined based on that?

No need for scripting in that, if you use the default permissions for objects in the value list item settings (go to the content of the list, then permissins and then the default permissions for objects tab). Of course you might want to enforce this with a little script.
