With our client contracts can be created, after a meeting he wants a bit more simplicity, so the contract owner should be exactly the user who creates the contract. You can set current user as contract owner via metadata card configuration. The exact configuration depends on whether you Contract Owner property is based on the Users list or an object type such as Employee. In the class permissions you can define which users or user groups can create documents in the class. So if you don't already have a user group which contains the department heads, create one and use that in the class permissions. Remove this permission from the other groups.
