Filter option is not active in Property definition properties

Hello,

I was wondering is there a common problem known with regard to disabled "Filter" button? I did not need it for long time, and clearly remember that it worked about a year ago. 

Just in general I am looking for an alternative way to limit the values of sublist when the specific value is chosen from the main list. It seems that this feature is still not working through the already existing value lists themselves, only when creating new ones and it would bring too much pain to create new ones and transfer the data.

    If there is more than one value to filter that button gets enabled. Like, you cannot get it enabled on lists as there is only one string as information and an ID. However, if you have an object with actual metadata properties in it, you will have the filter option enabled and you can use anything common in your chosen object and in the actual metadata to filter.

    Having sublists is the other option but it would lead to have multiple values of the same. Like, 

    Option 1 (main list)

    1 (Sub list)

    2 (Sub list)

    Option 2 (main list)

    2 (Sub list)

    3 (Sub list)

    in this scenerio you will have 1,2,2,3 in the sublist.
