Stop users changing the WORKFLOW of a class on metadata card

Good morning,

Is there a way to stop users changing the workflow on the metadata card?

In particular, when there is no workflow assigned to an object, users are accidently adding a workflow; is there any way to prevent this?

I tried to set the workflow property as read-only through Metadata Card Configuration but this does not do anything
