Bug? Files are being checked out when told to open as Read-only

Good afternoon,

Since version 23.11.13168.7 there is something strange. When I open a file, but in the prompt choose "Read-only", the file is being checked out either way. Also, when viewing older versions in the History view or making a batchplot in AutoCAD, files are being checked out. 

Can you tell me what is going on? This can have major consequences since users can edit something when they don't need to.
