Are you saying that this is behaving differently?  In what version number?  I had a quick look but can't see any tracker items relating to this as yet.  From recollection if you provide a valid parent window handle then it should display modally, but it'll be non-modal otherwise (although it's been a long time since I used this).

I don t remember , i update an old UIX project to a new one in React and a client say that we cannot scroll outside the windows now.

Maybe before is not a valid handler ^^

i have try to put a wrong handler now, that's work
