Thanks. I did see the article because Support also sent it to me. In our organisation most of the windows settings are locked to users so there was nothing that I could do.  But a restart did help.  I thought it had something to do with the server, but that was not the case.

we tried solution from posted link but it did not work. It was resolved after server and DB restart. It was server related. This server was down last week (impacted with CrowdStrike outage) and I would say this could be consequence of those issues.
