New User Default Permission (Permission Tab)

I believe all users - internal and external - are by definition members of the group "All internal and external users".
External users are not members of the group "All internal users".
This is not configurable - it is build in features.
If you have specific needs not covered by these groups you can easily configure your own groups.

Thank you. Sure, I can configure my groups, but I would like to avoid to modify the permission tab of the user, each time, after create it. It seems to be not possible.
